The person has no arm, therefore no hand, so saying “let me give you a hand” would be really awkward.

THIS SAME THING happened to me!
I was dropping off donated food at a donation center, and the guy had that condition where the arms stop at the elbow and there are just little hands.
He went to pick up the big box of canned food I was like ‘Here let me give you a…. help! LET ME HELP YOU.’
